PermittHy project – Questionnaire

The questionnaire aims to collect practical insights from stakeholders, applicants and approvers, involved in hydrogen permitting processes across Europe, helping to identify challenges, best practices, and training needs, and thereby supporting the development of practical tools and recommendations. We kindly ask for your support in completing and sharing the questionnaire, as broad participation is essential to ensure that the results are representative and as relevant and impactful as possible for real permitting processes.

Accelerating Hydrogen Permitting through Training and Stakeholder Engagement

The transition towards a climate-neutral energy system requires the rapid deployment of hydrogen technologies across Europe.
However, permitting procedures for hydrogen infrastructure remain fragmented, complex, and often time-consuming, posing a key barrier to project implementation.

The EU-funded project PermittHy – Training Permitting Staff in Hydrogen Technologies addresses these challenges by developing harmonised training programmes, digital tools, and collaborative frameworks to support permitting authorities, safety officials, and project developers across Europe

By strengthening competencies and fostering a shared understanding of permitting processes, PermittHy aims to contribute to faster, more transparent, and more reliable approval pathways for hydrogen projects—supporting Europe’s broader climate neutrality objectives.

Why your input matters

A key pillar of the project is the PermittHy Questionnaire, which gathers insights from stakeholders directly involved in hydrogen project permitting and approval processes.

The questionnaire aims to:

  • Map current permitting practices across EU Member States
  • Identify bottlenecks, challenges, and administrative barriers
  • Capture differences between national, regional, and local procedures
  • Collect insights on safety, legal, and coordination aspects
  • Understand training needs and required competencies


Your inputs will directly shape the development of practical training modules, tools, and recommendations to improve permitting procedures across Europe.

We warmly invite stakeholders involved in permitting and approval processes (applicants and approvers) to contribute their expertise by participating in the PermittHy Questionnaire.

       PermittHy questionnaire  – Fill in the form

  • The form consists of several sections: a general section, a section for approvers and one for applicants, a section on hydrogen valleys, and a section on safety issues in hydrogen projects. You just need to fill in the sections that apply to you.
  • Estimated completion time: approx. 10–15 minutes, safety questions 15 min plus
  • All responses are treated confidentially and analysed anonymously.
